The engagement included preparation of a concept site masterplan design and financial feasibility to commence internal stakeholder engagement. A rigorous optioneering process was undertaken with key internal decision makers to refine the masterplan and arrive at a preferred option to achieve gateway approval. Engagement with external stakeholders was completed including consultation with the consent authority. The design was updated to incorporate feedback to achieve in principle approval from all stakeholders. A procurement process was undertaken to secure an early learning operator to validate the financial feasibility and guide the DA design.

The engagement included procuring a mission-aligned preschool operator to partner with Sydney Anglican Property to obtain a capital works grant from the NSW Department of Education. Negotiations were undertaken and a preferred operator selected to execute a HOA. A comprehensive site design, financial feasibility and grant application was prepared and finalised within 6 weeks to meet tight deadlines. After a 12 month process the grant was successfully obtained. Funding deeds were negotiated and signed with all parties enabling preparation of DA documents to commence. A series of design workshops were undertaken with the preschool operator and St Marks Anglican Church parishioners to identify client and operator requirements. The requirements were incorporated into the design, internal sign-off was achieved and DA documents lodged with Council.
